It looks like you didn’t clear the server cache for quite some time. To avoid/fix this simply flush the server cache completely then check back to the issue I hope it will be resolved. Thank you for the explanation of your issue.
1- It looks like you simply deleted the block but you didn’t remove the block condition. Please navigate to the Dashboard >> Porto >> Template Builder >> then try to restore the block from the trash after that simply edit the block and remove the condition. Check this screenshot: https://postimg.cc/vcXFQBSh and https://postimg.cc/5XTxVy6G then check back to your issue by clearing the browser cache.
2-If the issue still exists on the site then simply share your site wp-admin URL and access under the private content area of this topic after taking a complete backup of your site, I will further investigate and let you know.

Kindly consider switching the theme to the Parent Theme temporarily, as the current activation on your site is set to the Child Theme.
Additionally, deactivate all third-party plugins on your site and reattempt the task. If this resolves the issue, kindly reactivate each third-party plugin one at a time to identify which one is causing the problem on your site.
Please note: Before proceeding, it’s advisable to take a complete backup of your site or clone it to a test environment. This precaution ensures that any changes made can be tested without affecting the live site.

Sorry for the inconvenience, but the plugin is already updated to the very latest version in our theme.
First of all, please navigate to Porto >> Theme License and unregister the theme from there, and then again re-register the theme with the same purchase code.
After that please navigate to Appearance >> Install Plugins and try to update the plugins from there one by one.
I hope this will solve your issue and if not then please generate a fresh new topic here on our forum and share your site WP Admin URL and Credentials with your theme purchase code under the private content area of the topic, so that we can have a look into it for you on your site and help you out in resolving your issue.

The demo you are using has the header and footer created from the template builder.
Please navigate to the Dashboard >> Porto >> Template Builder >> Header >> From there simply edit the header https://postimg.cc/34d1wjxC and Dashboard >> Porto >> Template Builder >> Footer >> https://postimg.cc/sMjpXPnQ edit the footer block as per your needs and then save settings, changes will appear on the site automatically.

If you purchased the theme from your Envato account then you must have the purchase code and you will find the purchase code by following this article: https://help.market.envato.com/hc/en-us/articles/202822600-Where-Is-My-Purchase-Code-
And If you did not purchase the theme then you have to purchase a new license of the theme.
And when you have the license code, please share it with me here under the private content area of this topic along with your site WP Admin URL and Credentials so that I can check/verify and update the theme for you on your site.
